Social Protection in South East Asia: Emerging Issues and Perspectives for Research and Policy

In order to facilitate a research and policy network on issues of Social Protection and discuss threadbare key learning of the Social Protection in Asia Programme in the South East Asia region, the Institute for Human Development in collaboration with Indonesia’s SMERU Research Institute is organising a one-day consultative workshop on March 30, 2011 in Jakarta.

The objective of the workshop is to discuss threadbare learning and recommendations of the SPA Programme towards achieving effective implementation of social protection policies in the South East Asia region. It will also provide a platform for better linkages between policymakers, academics and development practitioners to send out a cohesive voice on key policy issues.

SPA is a pioneering programme of research, advocacy and network building on social protection issues, managed by Institute of Development Studies (IDS), Sussex, and the Institute for Human Development (IHD). It is funded by Ford Foundation and International Development Research Centre (IDRC). The present phase of the research programme is completed and its Synthesis Report was presented during the annual SPA meeting in Bangkok in October 2010.

Apart from laying out the key learning of the SPA, the workshop will see an exchange of cross countries experiences in expanding social protection. Participants from Indonesia, Philippines, Vietnam, Thailand, Cambodia and Laos will talk about their country experiences in expanding social protection, which will be followed by a facilitated discussion. There will be another session on presentation of studies on impact and effectiveness of several forms of social protection programmes to gain insights from these studies. The concluding session will focus on issues for future research and policy to support the expansion of Social Protection in the region.

The workshop will elicit participation from policymakers and other relevant stakeholders like members of think-tanks, institutes, commissions, or the civil society from the countries of Indonesia, Vietnam, Philippines, Thailand, Cambodia, Korea, and Laos, apart from SPA regional coordinator India.
